How might Clinical Informatics affect me?
HIPAA is the Health Insurance Portability and Accountability Act of 1996.
It was designed to make it easier for an employee to keep insurance when
changing jobs. It had a section called Administrative Simplification
which laid out plans for using technology to simplify data transfer. Since October
2003, you have been subject to the HIPAA transaction rules if you
bill electronically for health care services (which Medicare requires unless you document you are a small practice).
You have no doubt become aware of the privacy rules (effective since April 2003)
from hospitals, health plans, or business partners with which you do
business. The 2009 ARRA legislation expanded who is a covered entity and expanded some penalties for violations.
